In order to integrate blockchain technology into its governance system, the Raipur Municipal Corporation (RMC) has teamed up with Airchains, a multichain zk-FHE privacy modular architecture. The initial use of Zero-Knowledge Fully Homomorphic Encryption (zk-FHE) in governance will be the digital recording of Building Permission Certificates, work orders, and colony development permissions.
In all zones under the Raipur Municipal Corporation, the effort will start with the issuance of Building Permission Certificates that incorporate Blockchain QR codes. This technique will eventually be extended to several additional departments for certification.
The goal of incorporating blockchain technology into Raipur’s governance frameworks is to increase administrative process efficiency, decrease corruption, and promote transparency. The RMC guarantees that data is private and secure by utilizing zk-FHE, enabling verified calculations without jeopardizing sensitive information. All critical certificate data is encrypted and secure throughout its lifecycle thanks to this advanced framework that Airchains has implemented. The system effectively batches and processes transactions using zk rollups, greatly increasing throughput and lowering operating expenses. Zero-Knowledge Proofs (ZKPs) promote trust and transparency in the issuing process by ensuring certificate verifiability without jeopardizing data privacy.
From April 1, 2022, to March 31, 2024, RMC authorized more than 8,300 Building Permission Certificates. About 40 to 60 work orders are issued each year, earning about INR 1 crore in revenue, while 15 to 20 Colony Completion Certificates are recorded annually.
